It's kind of hard to read here, but that's a "No Parking" sign in the back of that truck. I guess it's only okay to park there after 5pm and on weekends...
I've heard of people putting their own no parking signs in busy parking lots in order to reserve a space for themselves. Maybe that's what this person did.
